Commissioner of Transportation shall designate a portion of Routes 69 and 70 in Cheshire as a bikeway.

Commissioner of Transportation may develop a program providing adult education students access to bus and off-peak rail transportation services.

Program requires approval from the Secretary of the Office of Policy and Management before becoming effective and shall not create or expand services without secretary approval.

Commissioner may negotiate and contract with local or regional boards of education to provide adult education students transportation access on terms and compensation approved by the secretary.

Commissioner must provide financial and programmatic information to the secretary by October 1, 2021, and annually thereafter to assess program utilization rates and public subsidies.
