Substitute House Bill No. 6491 - Summary

• Allows persons age 21 and older who possess a valid permit or certificate to carry electronic defense weapons in vehicles and on their persons, effective July 1, 2021.

• Prohibits sale or transfer of electronic defense weapons to persons under age 21 or those without a valid permit or certificate, making such violation a class D felony.

• Classifies electronic defense weapons as weapons subject to existing restrictions on carrying weapons in vehicles (class D felony) and carrying weapons on person (class E felony), with exceptions for permit holders.

• Revises the definition of "electronic defense weapon" to mean a weapon capable of temporarily immobilizing a person by electronic impulse or current, including stun guns or conductive energy devices.

• Exempts law enforcement officers, security guards, military members, martial arts students and instructors, hunters, and other specified individuals from weapons restrictions when engaged in authorized activities.
