Defines "NAPIS nutritional risk assessment" as a survey by the National Aging Program Information System that provides malnutrition risk scores for seniors.

Requires five area agencies on aging to distribute the NAPIS assessment to older persons, collect responses, and report individual and average scores to the Department of Aging and Disability Services.

Directs the Department of Aging and Disability Services to evaluate elderly nutrition program funding allocation based on census data, NAPIS scores, and increased meal delivery costs in sparsely populated rural regions.

Requires the department to report by July 1, 2022 to legislative committees on elderly population data, NAPIS scores by region, meal provider reimbursement rates versus costs, provider administrative expenses, and any changes to funding allocation methods.

Mandates that elderly nutrition program providers annually submit data on service levels and costs to the department.
