• Expedites supplemental nutrition assistance program eligibility determinations for domestic violence victims and provides temporary benefits for at least 90 days before redetermining eligibility, excluding the accused abuser's income from household income calculations.

• Waives income standards for at least 90 days for domestic violence victims applying for child care subsidies, with eligibility redetermination after that period.

• Excludes income of spouses, domestic partners, or household members credibly accused of domestic violence from cash assistance eligibility calculations for temporary family assistance and other emergency assistance programs for at least 90 days.

• Expedites temporary family assistance eligibility determinations for domestic violence victims and requires the Commissioner of Social Services to notify applicants and recipients of available referrals to counseling, shelter services, medical care, legal advocacy, and mental health services.

• Makes all provisions effective July 1, 2021, and allows allegations of domestic violence to be substantiated through procedures in section 17b-112a(b).
