Establishes a task force to study how electric distribution company markets may be reconstituted to increase ratepayer accountability and responsiveness, and to evaluate introducing competition in electric transmission or distribution services.

Task force shall evaluate costs of acquiring electric transmission or distribution infrastructure from each electric distribution company and make recommendations on whether acquisitions are necessary to maintain grid reliability.

Task force composition includes 10 members appointed by legislative leaders and state officials, plus chairpersons and ranking members of the energy committee, representing retail suppliers, ratepayers, municipalities, advocacy groups, and relevant state agencies.

All initial appointments must be made within 30 days of the effective date, with the first meeting held within 60 days and administrative support provided by the joint standing committee on energy.

Task force must submit findings and recommendations to the energy committee by January 15, 2022, and shall terminate upon submission of the report or January 15, 2022, whichever is later.
