• Eliminates termination and early cancellation fees for residential customers switching electric suppliers, effective July 1, 2021.

• Requires electric suppliers to provide written notice 30-60 days before fixed-price contract expiration and new contracts must highlight changes from prior agreements.

• Prohibits variable rate contracts for residential customers effective July 1, 2022, and voids all existing variable rate contracts as of that date.

• Requires third-party agents selling electric generation services to receive appropriate training directly from the electric supplier.

• Authorizes the Public Utilities Regulatory Authority to review placing hardship cases and customers protected from shutoff on standard service or limiting their ability to contract with electric suppliers.
