Repeals and replaces Section 8-37r of the general statutes to establish a Department of Housing as the lead agency for all state housing matters, with a Governor-appointed Commissioner of Housing.

Department of Housing remains within the Department of Economic and Community Development for administrative purposes only but serves as the lead agency for housing policy, development, redevelopment, preservation, and improvement of housing for very low, low, and moderate income families.

Department of Housing succeeds the functions, powers, and duties of the Department of Economic Development relating to housing, community development, redevelopment, and urban renewal under chapters 128, 129, 130, 135, and 136.

Designates the Department of Housing as a public housing agency authorized to administer the Section 8 existing certificate program and housing voucher program under the Housing Act of 1937.

Repeals Section 8-37nnn of the general statutes establishing the interagency council on affordable housing.
