Defines kratom as leaves of the mitragyna speciosa tree in any form that may be inhaled, ingested, or injected into the human body.

Directs the Department of Public Health, in collaboration with the Department of Consumer Protection, Department of Mental Health and Addiction Services, and Division of Criminal Justice, to conduct a comprehensive study of kratom use in Connecticut.

Study must estimate total kratom use across the population, number of users under age 21, and addiction/dependency rates; describe consumption methods and forms; examine medicinal or palliative uses; and assess feasibility of prohibition on sale, possession, or sale to minors.

Requires the Commissioner of Public Health to submit study findings and recommendations to the Division of Criminal Justice, Office of the Chief Public Defender, and relevant legislative committees by December 1, 2021.

Directs the Division of Criminal Justice and Office of the Chief Public Defender to submit recommendations for civil and criminal penalties regarding kratom sales to minors and minor possession by February 1, 2022.
