Commissioner of Energy and Environmental Protection shall conduct a study of all statutory and regulatory requirements related to stormwater sampling and analysis in the municipal separate storm sewer system permitting process.

Study shall determine the feasibility of modifying sampling requirements to reduce financial burdens on permit applicants and holders while maintaining environmental safeguards.

Commissioner must submit a report to joint standing committees on municipalities and the environment by January 1, 2022.

Report shall include a summary of existing requirements and any recommendations for modifying such requirements.

Act takes effect upon passage.
