Municipalities may adopt ordinances to impose fines on owners of motor vehicles subject to property tax who fail to register with the Commissioner of Motor Vehicles, effective July 1, 2021.

The maximum fine amount is to be determined (blank in the bill text).

Any unpaid fine shall constitute a lien on the real property of the motor vehicle owner.

Unpaid fine liens shall be continued, recorded, and released using the same procedures as property tax liens under Connecticut general statutes.
