Establishes a task force to study compliance with motor vehicle registration laws and prevent Connecticut residents from registering vehicles in other states while residing in Connecticut, with appointments due by September 1, 2021 and first meeting by October 1, 2021

Task force consists of 12 members including municipal tax assessors, police chiefs, the Commissioners of Motor Vehicles and Emergency Services and Public Protection, and gubernatorial appointees

Task force must submit findings and recommendations to the General Assembly's transportation committee by January 1, 2022

Authorizes municipalities to adopt ordinances imposing fines up to $250 on vehicle owners who fail to register vehicles subject to property tax with the Commissioner of Motor Vehicles, effective July 1, 2021

Unpaid municipal fines constitute a lien on the vehicle owner's real property, with collected fines deposited into the municipality's general fund or designated special fund
