Substitute Bill No. 6570 Summary

• Commissioner of Transportation shall identify five state-owned parking lots at passenger railroad or bus rapid transit stations by October 1, 2021, and issue requests for transit-oriented development proposals with at least 20% affordable housing and maintained parking spaces.

• Commissioner of Transportation shall identify five state-owned parcels within one-half mile of transit stations by October 1, 2021, and issue requests for transit-oriented development proposals with at least 20% affordable housing.

• Commissioner of Transportation must submit a summary of development proposals and recommendations to the joint standing committee on transportation by February 1, 2022.

• Each municipality must prepare or amend an affordable housing plan by July 1, 2022, and every five years thereafter, specifying how it will increase affordable housing developments and identifying all municipal and state parcels within one-half mile of transit stations.

• Municipalities must file draft plans with town clerks at least 35 days before public hearings, post plans on websites, and submit explanation letters to the Commissioner of Housing if they fail to update plans every five years.
