Expands eligible energy improvements to include refueling infrastructure for zero-emission vehicles and resilience improvements, in addition to existing categories like renewable energy systems and efficiency retrofits.

Requires the Connecticut Green Bank to consult with the Department of Energy and Environmental Protection and the Connecticut Institute for Resilience and Climate Adaptation to develop eligibility criteria for resilience improvement financing.

Exempts zero-emission vehicle refueling infrastructure and resilience improvements from the standard requirement that projected energy cost savings exceed improvement costs over the useful life.

Adds new definitions for "financing" (including energy services agreements, leases, and power purchase agreements), "zero-emission vehicle," and "resilience" to the commercial sustainable energy program statute.

Effective July 1, 2021, and amends Connecticut General Statutes Section 16a-40g.
