Establishes a working group to examine risk-limiting audits for determining election result accuracy, including feasibility, implementation methods, equipment needs, procedures, and required statutory changes.

Directs the working group to oversee a pilot program in 5-10 Connecticut municipalities testing risk-limiting audit methods during the 2021 municipal elections.

Comprises 14 members including the Secretary of the State (chair), legislative appointees from both parties, election law experts, a statistician, registrars of voters representatives, and the director of the Center for Voting Technology Research at the University of Connecticut.

Requires initial appointments within 30 days of the bill's effective date and mandates the first working group meeting within 60 days.

Requires the working group to submit findings and recommendations to the elections committee and Secretary of the State by January 31, 2022, at which point the group terminates.
