Repeals and replaces Section 38a-1 of the general statutes effective October 1, 2021, redefining key insurance terms including affiliate, insurer, insurance, and insolvent.

Creates a new Section 2 authorizing sponsoring associations to provide fully insured group health insurance policies to employer members and their employees to the maximum extent permitted under federal law.

Defines "association health plan" as a fully insured group health insurance policy sponsored by an association and offered to employer members under the Employee Retirement Income Security Act of 1974.

Defines "employer" as a sole proprietorship or person doing business in Connecticut that employs at least one individual in the state.

Requires the Insurance Commissioner to adopt regulations under Connecticut General Statutes Chapter 54 to implement the association health plan provisions.
