The Police Officer Standards and Training Council shall develop three-tier minimum standards for law enforcement administration and operation by December 31, 2024, based on standards from the International Association of Chiefs of Police and the Commission on Accreditation for Law Enforcement Agencies.

Law enforcement units must adopt Tier One standards by January 1, 2022, Tier Two standards by January 1, 2023, and Tier Three standards by January 1, 2025, with failure to comply potentially resulting in withholding of state funds or certificate revocation.

Police officers cannot be discharged, disciplined, or penalized solely for seeking mental health care services or for surrendering firearms and weapons during mental health treatment, with exceptions for officers attempting to avoid discipline or refusing examinations.

The Commissioner of Administrative Services shall study ways to lower municipal police department costs for digital data storage and establish a cooperative purchasing plan for data storage devices or services by July 1, 2022.

The Police Officer Standards and Training Council shall develop and implement by October 1, 2022 a training curriculum for all police officers regarding interactions with persons who have mental or physical disabilities.
