Connecticut Innovations, Incorporated may recommend that state agencies test technologies developed by Connecticut-domiciled businesses that have received state investment or are certified small/minority business enterprises, effective July 1, 2021

Eligible technologies must demonstrate potential for commercialization within two years of completing the test program and show positive economic impact including prospective job creation

Expands criteria for technology recommendations to include products that improve state service efficiency and reduce administrative burdens, in addition to existing criteria for public health, safety, and environmental protection

Removes requirement that businesses manufacture the technology in Connecticut; costs of test programs determined case-by-case and may be borne by Connecticut Innovations, the business, or investors

Following successful test programs, the Commissioner of Administrative Services may procure the technology for use by any or all state agencies, bypassing standard procurement requirements
