Requires corporations, nonprofits, limited partnerships, limited liability companies, and other business entities to provide electronic mail addresses and North American Industry Classification System (NAICS) codes when filing formation documents and annual reports with the Secretary of the State, effective October 1, 2021.

Establishes a new trade name certification system requiring individuals and business entities to file trade name applications with town clerks; trade name certificates valid for five years and renewable, with a $20 filing fee.

Creates a commercial registered agent listing system allowing registered agents to file statements with the Secretary of the State identifying themselves as professional registered agents and permitting bulk representation of multiple entities.

Renames the "Commercial Recording Division" to the "Business Services Division" within the Secretary of the State's office and updates related fee structures in town clerk statutes.

Allows registered agents to terminate their commercial listings or file statements of change regarding name, address, or entity type changes, with terminated listings taking effect 31 days after filing.
