Commissioner of Economic and Community Development shall conduct a study on economic development issues affecting distressed municipalities and opportunity zones, with a report due to the commerce committee by February 1, 2022.

Establish a task force to study impediments to renovating historic mixed-use buildings, including examination of financing tools, building safety codes, and whether to implement developer training or capacity building programs.

Task force shall consist of 23 members including appointees from legislative leaders, state commissioners, and the Governor, with required expertise in historic property architecture, construction, real estate financing, development, and building codes.

All initial task force appointments must be made within 30 days of the effective date, with the first meeting scheduled within 60 days.

Task force shall submit findings and recommendations to the commerce committee by January 1, 2022, and shall terminate upon submission of the report or January 1, 2022, whichever is later.
