Authorizes the Commissioner of Administrative Services to enter into state grant commitments for 16 school building projects totaling approximately $545.5 million in project costs with estimated grants of $471.8 million, effective from passage.

Reauthorizes Windham High School project with increased estimated costs from $71.7 million to $112.3 million and matching grant increase.

Adds new requirements for school building projects effective July 1, 2021: radon mitigation in moderate or high radon potential areas, 20-year roof warranties, indoor air quality guidelines, staff training in plant operations including HVAC systems, and security infrastructure for school entrances.

Requires installation of at least one water bottle filling station per 100 projected students on each new floor or wing and in food service areas for projects on listings submitted on or after July 1, 2022.

Transfers appointment authority of school building committee members from town voters to local or regional boards of education, requiring at least one member with construction industry experience, effective July 1, 2021.
