Department of Education, in collaboration with State Education Resource Center, must develop a model curriculum for kindergarten through eighth grade by January 1, 2023, for optional use by local and regional school boards.

Model curriculum must be rigorous, aligned with state curriculum guidelines and content standards, and include required subject matter plus Native American studies, Asian Pacific American studies, LGBTQ+ studies, climate change, personal financial management, veterans' military service, and civics including digital citizenship and media literacy.

Department and State Education Resource Center shall consult with subject matter experts during development and may use existing public or private materials, accept gifts, grants, and in-kind donations to support curriculum development.

Department must make the completed model curriculum available to local and regional boards of education and publish it on the department's website.

Department must submit a detailed description of the model curriculum including scope, sequence, course objectives, and development report to the joint standing committee on education by January 15, 2023.
