Expands the definition of "seller" to include marketplace facilitators that facilitate the sale of prepaid wireless telecommunications service, making them responsible for collecting and remitting E 9-1-1 fees effective July 1, 2022.

Adds "marketplace facilitator" to the definitions section, referencing the meaning provided in section 12-408e of the general statutes.

Requires the department to establish procedures allowing sellers to document that a sale is not a retail transaction, using procedures substantially similar to those for documenting resale transactions.

Mandates the department transfer collected prepaid wireless E 9-1-1 fees to the State Treasurer within 30 days for deposit into the Enhanced 9-1-1 Telecommunications Fund, with fees subject to restrictions in section 28-30a.

Authorizes a one-time deduction of up to $120,000 from collected fees to reimburse the department's direct costs of administering the collection and remittance program.
