Repeals and replaces Section 7-411 of Connecticut General Statutes effective October 1, 2021.

Changes civil service board classification deadline from "within" ninety days to "not later than" ninety days after initial commissioner appointment for officers and employees in departments with adopted merit systems.

Allows civil service boards discretion to exempt from testing and competition the policy officer of any department and one deputy, private secretary, or other confidential employee.

Requires that classified civil service appointments and employment comply with established rules and procedures.
