Commissioner of Administrative Services shall establish a pilot program by January 1, 2022 to standardize procedures, digitize building code records into searchable databases, and enable shared services among municipal building officials within planning regions.

Commissioner shall select 2-5 municipalities per planning region based on staffing, IT resources, and potential to expand procedures statewide, with municipalities able to submit applications.

Selected municipalities must enter interlocal agreements within 60 days to share resources, identify cost-saving efficiencies, and coordinate State Building Code administration, with agreement terms limited to the pilot program duration.

Commissioner shall establish minimum standards for record digitization and IT system integration/interoperability among participating municipalities.

Participating municipalities must submit annual reports starting January 1, 2023 to the Commissioner and Secretary of Policy and Management; Commissioner must submit annual status reports to legislative committees starting February 1, 2023 with recommendations for future legislation.
