Amends Special Act 15-16 to redefine the Cedar Hills Infrastructure Improvement District boundaries and governance structure in North Haven, New Haven County, Connecticut, encompassing approximately 87.93 acres.

Establishes district voting procedures requiring petition by fifteen or more eligible voters, with referendum approval requiring two-thirds majority of property assessments; district governed by four elected directors plus one director appointable by the town's first selectman.

Grants district authority to assess and collect benefit assessments, taxes, fees and charges for infrastructure improvements including roads, utilities, parking, environmental remediation, water systems and recreational facilities, with benefit assessments payable in up to thirty annual installments.

Authorizes district to issue bonds, notes or other obligations up to thirty years maturity to finance improvements, provided an interlocal agreement with the town of North Haven is executed with public hearing and town legislative approval.

Provides for district merger with North Haven and transfer of district property to the town if bonds are issued or funds collected but district fails to comply with obligations within six months, or after outstanding bonds are fully paid.
