Commissioner of Energy and Environmental Protection and Secretary of the Office of Policy and Management shall jointly conduct a study of public access to municipality-owned or controlled beaches and parks adjacent to marine or tidal waters.

Study shall examine ordinances, regulations, and rules that limit beach or park access based on visitor residency and fees or other access restrictions that have disparate impact based on residency.

Report findings and legislative recommendations shall be submitted to joint standing committees on environment and planning and development by January 1, 2022.

Act becomes effective upon passage.
