Repeals and replaces Section 2-35a to clarify that the joint standing committee on government administration shall "be responsible" for continuing review of state department and agency organization and reorganization, including any transfers, allocations, or consolidations.

Repeals and replaces Section 4-38j to require the Secretary of the Office of Policy and Management and each department head to either submit reports on reorganization progress and implementation upon request or appear before the government administration committee as determined by the committee chairpersons.

Makes technical language changes, including replacing "have responsibility" with "be responsible" and restructuring reporting requirements to clarify procedures for submitting reorganization information to the committee.

Effective date of October 1, 2021 for all amendments.
