Establishes the "Healthy Homes Fund" as a separate, nonlapsing account within the General Fund, effective October 1, 2021, to be managed by the Department of Housing.

Allocates up to $1 million from 2019 remittances to the Department of Economic and Community Development for grants to homeowners in the West River area of New Haven/Woodbridge and Yale Golf Course area for structural damage from subsidence and water infiltration.

Funds a program to reduce health and safety hazards in Connecticut residential dwellings, including removal and remediation of lead, radon, and other contaminants, with administrative expenses covered by the fund.

Establishes a pilot program beginning January 1, 2022, to provide energy efficiency retrofits and hazard reduction improvements to at least 500 residential dwellings annually, funded at $500,000 per year through December 31, 2031.

Requires the Department of Housing to annually report to legislative committees on fund status and expenditures, and the Department of Public Health must notify municipal health departments of available funding within 30 days of deposit.
