Creates a new category of "independent expenditure political committee" that may only make independent expenditures and contributions to other independent expenditure political committees, and must act entirely independently of candidates and other committees

Removes the previous $30,000 aggregate contribution limit for individuals across all candidates and committees for a single election and primary

Allows business entities and organizations to make independent expenditures and contribute to independent expenditure political committees, while maintaining existing prohibitions on direct contributions to candidates and parties

Establishes that independent expenditure political committees may accept unlimited contributions from individuals, business entities, and organizations unless otherwise restricted by law

All provisions take effect October 1, 2021, amending multiple sections of Connecticut General Statutes related to campaign finance (Sections 9-601, 9-607, 9-608, 9-611 through 9-620)
