Repeals and replaces Section 53-21 of Connecticut General Statutes, effective October 1, 2021, establishing mandatory minimum sentences for child injury or risk of injury offenses.

Classifies violations into two categories: Class C felony for endangering a child's life, limb, health, or morals, or for transferring child custody for money; Class B felony for sexual contact with a child under 16 in an indecent manner.

Imposes a mandatory minimum of 30 consecutive days imprisonment that cannot be suspended or reduced for Class C and Class B felony violations.

Increases the mandatory minimum to 5 years imprisonment that cannot be suspended or reduced if the victim is under 13 years of age.

Exempts parents or agents lawfully leaving infants 30 days or younger with designated employees under safe haven provisions from prosecution under this section.
