Commissioner of Administrative Services shall convey state land at 75 Elm Street in Hartford (Judicial Branch Parcel C) to the Capital Region Development Authority for administrative costs only

Conveyance must occur within 90 days after funding is allocated for a new parking garage at 10 Clinton Street and West Street

New parking garage must include at least 40 reserved parking spaces for judicial branch staff at no cost; Capital Region Development Authority must provide and pay for temporary parking during construction

Land must be used for construction of a parking garage and for housing and economic development purposes

Parcel reverts to the judicial branch if no garage is developed within 10 years of conveyance, or if the property ever ceases to be used as a parking garage and for housing/economic development purposes
