Commissioner of Administrative Services shall convey a 1.25-acre parcel at 340 Capitol Avenue in Hartford (Lot 091, Block 427, Tax Assessor's Map 202) to the Capital Region Development Authority at a cost equal to administrative expenses only.

Conveyance requires approval from the State Properties Review Board, which must complete its review within 30 days of receiving the proposed agreement from the Department of Administrative Services.

Capital Region Development Authority must use the parcel for housing and economic development purposes, with the land reverting to the state if not developed within 10 years of conveyance.

State Treasurer shall execute and deliver the deed or instrument necessary for conveyance, including provisions to ensure the parcel is used for housing and economic development as specified.

Act becomes effective upon passage and remains under the care and control of the Department of Administrative Services until the conveyance is completed.
