Commissioner of Administrative Services shall convey approximately 0.84 acre parcel at 18-20 Trinity Street in Hartford (Lot 003, Block 443, Tax Assessor's Map 246) to Capital Region Development Authority at cost equal to administrative expenses.

Conveyance requires approval from State Properties Review Board, which must complete review within 30 days of receiving proposed agreement from Department of Administrative Services.

Capital Region Development Authority must use parcel for housing and economic development purposes, with property reverting to state if not developed within 10 years of conveyance.

State Treasurer shall execute and deliver deed or instrument with provisions ensuring compliance with intended purposes; Commissioner of Administrative Services retains responsibility for all other aspects of conveyance.

Act takes effect upon passage and creates new statutory section.
