Amends Section 7 of Article Sixth of the Connecticut Constitution to allow any qualified voter who "will not appear" at polling places on election day to vote absentee, removing the current requirement to provide an excuse

Eliminates existing constitutional restrictions that limit absentee voting only to those absent from their city/town, sick, physically disabled, or prohibited by religious tenets from secular activity

Grants the General Assembly authority to establish laws for no-excuse absentee voting for any elected office or ballot question

Required continuation to the next General Assembly session and presentation to voters at the November 8, 2022 general election for approval

Ballot question language: "Shall the Constitution of the State be amended to permit the General Assembly to allow each voter to vote by absentee ballot?"
