Amends Section 7 of Article Sixth of the Connecticut Constitution to permit the General Assembly to provide by law for in-person voting prior to election day for any officer or question to be voted on at an election.

Existing constitutional language already allowed absentee voting for those unable to appear at polling places due to absence from their town, sickness, physical disability, or religious reasons; this amendment adds early in-person voting as an additional option.

Makes technical amendments to Sections 9 of Article Third and Section 4 of Article Fourth of the Constitution to remove outdated language regarding vote counting and canvassing procedures.

Requires the proposed amendment to be presented to Connecticut voters at the general election on November 8, 2022, with ballot language asking "Shall the Constitution of the State be amended to permit the General Assembly to provide for early voting?"

Previously approved by the 2019 General Assembly by majority vote (but less than three-fourths), satisfying the first step of Connecticut's two-session constitutional amendment process.
