HJ 401 Summary

• Establishes joint rules for the June 2021 special session, with most rules based on the 2021 regular session rules, except as amended by this resolution.

• Only bills and substantive resolutions specified in the resolution convening the special session (beginning no earlier than June 10, 2021 at 12:01 a.m.) may be introduced, and only if certified by the Speaker and President Pro Tempore per Connecticut General Statutes section 2-26.

• Requires bills and resolutions to be prepared by the Legislative Commissioners' Office, printed without interlineation or erasure, transmitted in triplicate to clerks, and accompanied by fiscal notes when they affect state or municipal revenue or require expenditure of public funds.

• Bills and substantive resolutions may be acted upon immediately upon first reading by title and number, with second reading constituting passage or rejection, voted upon by roll call vote.

• Upon passage in the first house, bills or resolutions are transmitted immediately to the second house; certified bills filed in one chamber may be transmitted to and acted upon first by the other chamber with consent of the Speaker or President Pro Tempore.
