Adopts the 2021 regular session House rules for the July 2021 special session, with specified amendments and repeals.

Eliminates the waiting period for bills and substantive resolutions, allowing House action immediately after electronic notice to members and immediate transmission to the Senate following final action.

Permits bills or resolutions certified under state law to be transmitted first to the Senate (with speaker consent) or House (with President Pro Tempore consent), allowing action by either chamber first.

Removes Rules 9, 15, 19, 20, 32, and 33 from regular session rules.

Restricts bills and resolutions received to only those specified in Joint Rules Rule 7 and certified under Joint Rules Rule 9, plus resolutions addressing special session rules, journal printing, and session expenses.
