Adopts the 2021 regular session House rules for the September 2021 special session, with specified amendments and repeals.

Eliminates Rule 9 and replaces Rule 11 to allow bills and substantive resolutions to be acted upon immediately after electronic notice is provided to members, with expedited transmission between chambers.

Removes Rules 15, 19, 20, 32, and 33 from the regular session rules.

Replaces Rule 21 to establish a simplified order of business consisting of: reception of gubernatorial and state secretary communications, introduction of bills and resolutions, reception of Senate business, and miscellaneous matters.

Adds new Rule 51 to restrict bills and resolutions to only those specified in Joint Rules (as certified), plus resolutions pertaining to special session rules, printing of journals, and session expenses.
