Amends subsection (c) of section 14-96q of the general statutes to authorize flashing blue lights on motor vehicles operated by Department of Energy and Environmental Protection emergency response unit members.

Permits use of flashing blue lights while traveling to or operating at the scene of an environmental emergency requiring the member's service.

Expands the list of authorized personnel eligible to display flashing lights to include environmental emergency responders from the Department of Energy and Environmental Protection.
