Establishes the Homelessness Response System within the Department of Housing, effective July 1, 2021, to provide supportive housing, housing counseling, navigation services, and financial assistance for families experiencing homelessness.

Requires annual operating funding for the United Way of Connecticut 2-1-1 Infoline program and coordinated access networks as part of the system.

Mandates a minimum of $1 million in annual allocations to the system, calculated as $7.36 per housing-related call made to the 2-1-1 Infoline program plus $109 per coordinated access network appointment attended by referred families.

Requires the Department of Housing to establish a preference policy prioritizing families experiencing homelessness for assistance from existing federal and state rental assistance programs.

Creates a separate budgeted line item for the Homelessness Response System within the Department of Housing appropriation starting with fiscal year 2022.
