Exempts volunteer fire companies, volunteer fire departments, volunteer ambulance services, and volunteer ambulance companies from all fees for criminal history records checks conducted by the State Police Bureau of Identification.

Prohibits the Commissioner of Emergency Services and Public Protection from requiring volunteer fire companies, departments, ambulance services, or companies to provide proof of insurance as a condition to receive the fee waiver.

Maintains existing fee structures for other entities: name search ($36), fingerprint search ($75), personal record search ($75), letters of good conduct search ($75), bar association search ($75), fingerprinting ($15), and criminal history record information search ($75).

Allows the Commissioner to enter agreements with independent contractors to process criminal history records checks, with contractors authorized to charge a maximum $15 convenience fee for fingerprinting.

Takes effect July 1, 2021.
