Allows electric vehicle manufacturers to obtain dealer licenses and operate dealerships directly in Connecticut, provided they do not have franchise agreements with independent dealers and only sell vehicles they manufacture.

Prohibits vehicle manufacturers generally from holding dealer licenses, except for electric vehicle manufacturers meeting specific conditions and manufacturers operating on a temporary basis with Commissioner approval.

Extends temporary dealership operating periods up to a maximum of two years if the Commissioner confirms the manufacturer is making bona fide efforts to sell and transfer the dealership to a qualified independent dealer.

Exempts electric vehicle manufacturers from franchise agreement filing requirements that apply to traditional vehicle manufacturers.

Effective date of October 1, 2021 for all amended sections affecting dealer licensing, manufacturer licensing, and franchise definitions.
