Authorize the Department of Transportation to construct, maintain and operate electronic tolling systems on Interstate Route 84, Interstate Route 91, Interstate Route 95, and portions of Connecticut Route 15.

Establish an account within the Special Transportation Fund to receive tolling revenue for specified transportation projects.

Require electronic tolling systems to comply with all state and federal interoperability requirements.

Establish implementation requirements including public hearings, notice requirements, toll customer information protections, and enforcement procedures and penalties for toll nonpayment, toll evasion, and other violations.

Direct the Commissioner of Transportation, in consultation with the Commissioner of Motor Vehicles, to adopt regulations to implement the tolling system.
