SB 146 Summary

• Deposits all state revenue from sports wagering and online casino gaming (outside Indian lands) into the General Fund, beginning July 1, 2021.

• Transfers $139.38 million annually from the General Fund to the Mashantucket Pequot and Mohegan Fund starting fiscal year 2024, plus $20 million to state-wide tourism marketing and $10 million to the Arts, Culture and Tourism Fund.

• Increases tribal land grant-in-lieu-of-taxes from 45% to 100% of property taxes for Mashantucket Pequot and Mohegan tribal lands taken into trust by the federal government.

• Establishes a debt-free community college account funded by revenue from Connecticut Lottery Corporation's online lottery ticket sales.

• Permits casino permittees to sell alcohol 24 hours daily on gaming floors and to hotel guests during specific hours, subject to written alcohol service policies.
