Commissioner of Energy and Environmental Protection shall consult with the Governor, state commissioners, Waterford's chief elected official, and adjacent landowners by September 1, 2021 to develop a request for information on low-impact residential uses for the former Seaside Sanatorium facility in Waterford.

Any proposals must include repair and preservation of the seawall to allow public access at least 100 feet landward from the shoreline along the full coastal frontage, improvement of the current state residential facility for persons with intellectual and developmental disabilities, and compliance with property deed and covenant requirements including a municipal utility easement.

Any proceeds from the property sale must be used to support persons with intellectual and developmental disabilities.

After reviewing responses to the request for information, the commissioners and Waterford's chief elected official shall determine the highest and best low-impact residential use within 90 days of the final presentation and develop a request for proposals for legislative approval by the Environment, Commerce, and State Properties committees.
