Establishes a state goal to progressively implement policies ensuring affordable, decent, safe and stable housing for all residents, effective October 1, 2021.

Requires state agencies and political subdivisions to consider housing rights when adopting policies and regulations, with priority given to households earning below 50% of area median income.

Defines five components of the right to housing: protection from housing loss, safe habitable housing, affordability programs, rehousing assistance for homeless persons, and accommodations for those facing particular obstacles based on race, disability, immigration status, criminal record, and other factors.

Establishes a Right to Housing Committee with 16 appointed members representing expertise in homelessness, low-income housing, fair housing, criminal justice impacts, and vulnerable populations; committee must meet at least twice yearly and submit annual reports starting July 1, 2022.

Creates a Housing Advocate position within the Department of Housing to receive and resolve complaints regarding housing rights, compile data on grievances, and provide annual reports to the legislature on implementation effectiveness.
