Amends section 10-285a of the general statutes to reduce school building project grant reimbursement by 20 percentage points for certain towns.

Reduction applies to towns with fewer than 25,000 residents that are not members of a regional school district and operate their own high school under local board of education jurisdiction.

Designed to incentivize small towns to join regional school districts by making it financially disadvantageous to maintain independent school operations.
