• Reestablishes separate club and nonprofit club permits for alcoholic liquor sales, replacing previous cafe permit requirements for these organizations.

• Club permits require organizations to exist for at least three years (or one year for national/international fraternal organizations), maintain membership records, and restrict alcohol sales to members and their guests; annual fee is $300.

• Nonprofit club permits allow sales to members, guests, and the general public (up to 15% of gross receipts), requiring federal tax-exempt status under Section 501(c); annual fee is $815.

• Golf country clubs must maintain at least 18 holes and 5,500 yards of course length with clubhouse facilities; three-year existence requirement waived if club offers additional recreational facilities.

• Prior permit holders who paid excess fees between July 1, 2020 and July 1, 2021 are entitled to refunds of amounts paid above the new permit fees.
