Permits alcohol licensees to operate self-pour automated systems that dispense beer, cider (not exceeding 6% ABV), and wine to authorized employees or verified patrons 21 years of age or older with matching government-issued ID.

Limits self-pour system dispensing to maximum 32 ounces of beer or cider (not exceeding 6% ABV) or 10 ounces of wine per serving before the payment card must be reactivated.

Requires verification of age 21 or older to be recorded by the permittee or an employee, with government-issued identification matching the name on the payment card.

Mandates the Department of Consumer Protection amend regulations by October 1, 2021 to authorize self-pour systems and ensure second servings are only allowed after the first serving has been substantially consumed or disposed of.
