Expands the committee that can disapprove gubernatorial public health emergency declarations to include cochairpersons and ranking members of the joint standing committee on public health, plus two additional members appointed by minority leaders of each chamber (effective July 1, 2021).

Requires disapproval of emergency declarations to be filed with the Secretary of State within 72 hours of the Governor's declaration filing and must be approved by majority vote of the expanded bipartisan committee.

Applies the same 72-hour disapproval process and expanded committee structure to renewal declarations of continuing public health emergencies.

Governor must inform legislative leaders and committee members before terminating a declared public health emergency before its stated duration expires.

Extends similar bipartisan review requirements to civil preparedness emergency proclamations for man-made disasters, with the addition that at least one minority leader must vote for disapproval to be effective.
